More issues found with Portland Transportation spending

In the wake of earlier posts on Portland’s transportation funding woes, I have been asked to look deeper into the budget and what programs are on the chopping block. This is the first of several posts and I’ll begin with a look at the biggest programs in PBOT’s portfolio.

The table below shows PBOT’s 10 largest programs by spending–after proposed cuts are accounted for.

The biggest item in PBOT’s budget is CIP – Other. “CIP – Other” are funds that are committed by the city on projects and programs that receive federal and state grants. Presumably, cuts in these programs would have a negative impact on federal and state matching funds.

Brighton and Hove bosses to debate living wage

A debate is raging over the introduction of a living wage. The president of Brighton and Hove Chamber of Commerce will argue that a voluntary living wage of £7.20 an hour is good for business at the ‘Big Debate’ at City College Brighton and Hove next Tuesday.

Julia Chanteray, president of the Chamber and chair of the city’s Living Wage Commission said the debate highlights the growing campaign to replace the national minimum wage with a noticeably higher ‘living wage’.

American Airlines to reduce jobs without layoffs

DALLAS (AP) — American Airlines says that because of job-sharing and other steps, it won’t have to furlough 500 flight attendants this spring.

American said two weeks ago that it planned to cut 500 flight attendants because it’s flying less than it did a year ago.

The company and the Association of Professional Flight Attendants said Wednesday that the furloughs won’t be needed because so many workers signed up for job-sharing and voluntary leave.

The union called it “tremendous news for all of our members.”

The good news is temporary, however. The furloughs were to be on top of 13,000 jobs that American still wants to eliminate under a bankruptcy reorganization plan.

American and parent AMR Corp. filed for bankruptcy protection in November. CEO Thomas Horton has said the airline will shrink modestly while it reorganizes. P

Oregon Education Transformation: More money, little reform

“Transformation” is the word of the year in the Oregon Legislature. Not only is the Legislature looking for ways to transform Oregon’s healthcare delivery system and jump head first into Obamacare, the legislature is sprinting toward the finish line to transform Oregon’s education system from pre-school to post-grad.

The Oregonian reports on the legislature’s progress on one part of the education transformation. Senate Bill 1581 would require every school district, community college and public university to sign a yearly “achievement compact” with the state, pledging key results, including a specific graduation rate, that it aims to deliver.
