Peru’s energy and mining investment regulator Osinergmin awarded 26 projects totaling 411MW in the auction to supply 500MW from renewables for 20 years, according to a document from the watchdog.

The call was open to biomass, wind, solar and hydro under 20MW, and was launched last year under the terms of a legislative decree of May 2008 that aims to stimulate renewable generation investment. Peru’s current output comes from hydro (65%) and thermo (35%).

The maximum prices were US$120/MWh for biomass, US$110/MWh for wind, US$269/MWh for solar and US$74/MWh for hydro.

Contract signing is scheduled for next month and projects must begin commercial operations by December 31, 2012.

BIOMASS

Companies Agro Industrial Paramonga and Petramas picked up supply contracts for biomass projects Paramonga I (23MW) and Huaycoloro (4.4MW), respectively, after offering US$0.052/kWh and US$0.11/kWh.

Paramonga I and Huaycoloro are due to come online this year and in 2011.

WIND

Developer Consorcio Cobra Perъ/Perъ Energнa Renovable won a contract with its Marcona (32MW, US$0.0652/kWh) wind farm project, while Energнa Eуlica picked ups deals with projects Talara (30MW, US$0.087/kWh) and Cupisnique (80MW, US$0.085/kWh).

All three wind farms are due to begin commercial operations in 2012.

SOLAR

Three groups were awarded contracts to supply power from solar: Consorcio Panamericana Solar 20TS (Grupo T-Solar Global/Solarpack Corporaciуn Tecnologнa), Grupo T-Solar Global and Consorcio Tacna Solar 20TS (Grupo T-Solar Global/Solarpack Corporaciуn Tecnologнa) with respective projects Panamericana Solar 20TS (20MW, US$0.215/kWh); Majes Solar 20T (20MW, US$0.2225/kWh) and Reparticiуn Solar 20T (20MW, US$0.223/kWh); and Tacna Solar (20MW; US$0.225/kWh).

The four projects are penciled in to come online in 2012.

HYDRO

And bidders of hydro projects under 20MW that were awarded contracts were Hidroelйctrica Santa Cruz, Hidrocaсete, Elйctrica Yanapampa, Sindicato Energйtico, Maja Energнa, Generadora de Energнa del Perъ, Elйctrica Santa Rosa, Consorcio Energoret Ingenieros Consultores/Manufacturas Industriales Mendoza and Duke Energy Egenor.

Hidroelйctrica Santa Cruz’s projects are Santa Cruz I (6MW, US$0.055/kWh, 2009) and II (6.5MW, US$0.05/kWh, 2010), and Huasahuasi I (7.86MW, US$0.058/kWh) and II (8MW, US$0.057/kWh). The latter two are scheduled to begin operations in 2012.

Hidrocaсete and Elйctrica Yanapampa won with Nuevo Imperial (3.97MW, US$0.05599/kWh, 2012) and Yanapampa (4.13MW, US$0.056/kWh, 2012).

Sindicato Energйtico’s projects are Chancay (19.2MW, US$0.0585/kWh, 2012) and Poechos 2 (10MW, US$0.0595/kWh, 2009).

Generadora de Energнa del Perъ secured contracts with Joya (9.6MW, US$0.05995/kWh, 2009) and Angel I (20MW, US$0.05997/kWh), II (20MW, US$0.05998/kWh) and III (20MW, US$0.05999/kWh). The Angel plants will begin commercial operations in 2013

Elйctrica Santa Rosa and Consorcio Energoret Ingenieros Consultores/Manufacturas Industriales Mendoza were awarded contracts with their respective projects Purmacana (1.8MW, US$0.06/kWh, 2011) and Shima (5MW, US$0.064/kWh, 2012).

And Duke Energy Egenor won with Carhuaquero (10MW, US$0.07/kWh, 2008) and Caсa Brava (6MW, US$0.07/kWh).

PERSPECTIVE

Investment in Peru’s renewables energy market and the development of hydroelectric plants in the country is opening up very interesting opportunities, Pablo Avendaсo, CEO of local investment fund administrator Energy Capital, told BNamericas.

Energy Capital, made up of local groups Montori, Solidoro and SyZ Consultores Asociados, is the country’s first investment fund that specializes in energy.

There is a growing tendency for international investors to focus on clean energy and renewables in emerging countries, according to Avendaсo, adding the group of projects and winners in the auction is something Energy Capital is looking at with great interest.
